The instrument is in nice condition and would make an excellent desk top or bookcase show item for the office or home.
The Litton LN-3 Inertial Navigator System was precise enough to be used on the fighter jets known as "Century Series" aircraft, such as the Lockheed F-104 Starfighter. An Inertial navigation systems is an advanced accelerometer. It uses gyroscopes to maintain proper orientation of accelerometers so that unlike previous systems, it does not rely on data from outside the aircraft. This was state of the art (and very expensive) technology when they were in used in the 1960's and later, and they remain an engineering marvel today. This PHI NAV Panel would allow the pilot to input waypoints, wind speed, and wind direction. The grivation value is the current magnetic variation.
On this unit the knobs all turn freely and change the numbers as they are intended to do. The top left knob cycles through numbers 1-12.
